CR Cistrome update

We updated all datasets based on genome hg38 and mm10 instead of genome hg19 and mm9 used in CR Cistrome recently, and we also scaned motif with the top 5000 peaks rather than top 1000 peaks. Morever, CR Cistrome after update has more datasets and will update persistently.
